The Marion City Council is establishing the Tree Board. This board consists of five (5) members, three (3) members of whom are appointed by the City Council, two (2) members appointed by the mayor; all of whom must be citizens and residents of the city of Marion. Terms will be for three (3) years except for the term of two (2) of the members appointed to the board shall be only one (1) year. The term of two (2) other members shall be two (2) years. Following these shorter terms for the board members shall then serve for three (3) years. A member can be re-appointed to the board for six (6) consecutive terms and must sit out two (2) terms before re-appointment. In the event of a vacancy occurring during a term, the successor will be appointed for the unexpired portion of the term. All appointments shall serve without compensation. The Tree Board shall choose its officers, make rules, regulations, and keep a journal of all proceedings which will be provided and approved by the City Council. A majority of the members shall be a quorum for the transaction of business.
The Board will be responsible for the study, investigation, council, development, and update annually and administer the written plan (“Tree Board Plan”) for the care, preservation, planting, replanting, removal, or disposal of trees and shrubs in parks, along the street, and in other public places. The Tree Board plan shall consist of, but not limited to the following; species, required procedure for planting trees, spacing of trees, provide counsel to citizens for planting, guidelines of distances approved near curb or sidewalk, and the cities rights of pruning, maintaining, and removal in public areas and right-a-ways and comprehensive list of reasoning for such actions. This plan will be presented, reviewed, and approved by the City Council and upon acceptance of ordinances and/or plans, shall then constitute the official comprehensive city tree plan for the City of Marion. The Tree Board shall also at the request of the City Council consider, investigate, make findings, report, and recommend upon any special matter of the questions coming within the scope of its work.
