• Adopt­ing pol­i­cy and pro­ce­dure for the Health Department
• Devel­op­ing and rec­om­mend­ing local ordinances
• Appoint­ing and eval­u­at­ing the Health Officer
• Over­see­ing pro­gram plan­ning and budgeting
